Cecil Devine spent ten years as a coach at SWOSU, serving as both the head baseball coach and an assistant for the Bulldog football team from 1967-77. While at SWOSU, he coached the offensive line for SWOSU football and served as the recruiting coordinator. The Bulldogs were Oklahoma Collegiate Conference champions nine out of his ten years on staff and shared the conference crown one season.
